Changing the wall paint and lights

We have tube lights in hall ways particularly in c wing entrance can be replaced with led lights less electricity more light (day light 6500k)

Also if all the walls are painted white for better reflection of light, that would allow us to have dimmer lights or no lights at all during the day.
